Applications for Fine Review Committee

Applications are being accepted for consideration to the Fine Review Committee, which is in the process of forming. The following may be the considerations for candidacy:
  • a resident of Regency Cove for more than 1 year
  • professional experience in the area of Real Estate, housing development, professionally managed homeowners associations, or members of former governing boards
  • previous HORC board members, or persons who have served as an officer of any club in Regency Cove
  • no relative (husband, wife, brother, sister, or child) of any current board member
  • no reported violations of bylaws or rules and regulations for 5 years
  • maintain a quality of character which demonstrates fairness, and good judgement.

Reporting a Nuisance Animal

Hillsborough County Animal Services will investigate reports of animals creating a nuisance, such as running loose and barking. Neither dogs or cats are allowed to roam free. Before reporting a nuisance animal to the agency, you should attempt to contact the animal owner(s) to attempt resolution. If that fails to correct the problem, contact Animal Services at 744-5660 and request a nuisance affidavit. Two or more residents of Hillsborough County who live in separate dwellings who are experiencing the same nuisance problem must sign the affadavit. The affadavit will need to be notarized,which can be done free at the Regency Cove office. An Animal Services officer will investigate the complaint if the problem persists, a civil citation may be issued to the owner.
All animals require a Hillsborough County tag, even animals that may only spend a few months here. If a non-tagged animal is found, the owner will be given a citation.

Regarding vicious animals, all bites in the county are investigated to insure the public's health and safety. Any incident involving an animal bite should be reported to Animal Services at 744-5660, or to the County Public Health Unit at 307-8000.

Board Meeting August 25

The meeting began with a sincere apology from Ellen for rushing through the agenda last week, and not allowing residents to speak. A similar agenda was covered today, but after each agenda item, residents were allowed to speak for one minute on each topic. The pet rule had by far the most comments, and people are still scratching their heads about how and why the animals are being allowed to remain.

There appears to be a litigious group of individuals in this park who throw the word lawsuit around as commonly as others use "please and thank you". The board is simply following the recommendations of their attorney to save you, the home owners, the expense of mediation and litigation. No one is happy with the end results.

Ron proposed a motion that would allow us to form a committee to handle the fine appeals that are being allowed once the procedure goes into effect. Fines can be traffic-oriented, pet oriented, or any other infraction of the rules and regulations. The members of the committee will be non-board members, and they will not be related in any way to a board member. A true jury of your peers.
The process is working in other parks and homeowner associations, and we have confidence that it will work here. The point is not to get your money, they are striving for compliance.

Board Meeting August 18

Sorry for the delay....

The agenda had only 4 items. The minutes were read from the May 19 meeting.

After receiving the recommendations of the attorney regarding the pet violations in the park, the following motion was made:
"I move that the board of directors readopt and republish all provisions of the governing documents, including the rules and regulations; including reestablishing the restrictions against pets; that we grandfather in any current violations which have not been enforced in the past; and we fully enforce all future violations, from this point onward, beginning August 18, 2007."
The motion carried.

Ellen reported that the final report on the seawall inspection will be given on Aug. 20 by Reuben Clarsen.

Ellen further stated that the apartment renovation is near completion by Hannah Construction, and a motion was made to pay the $19,932 bill.

Finally, the clubhouse handicapped bathroom project is set to begin this week, and the laundry clotheslines should be used with care as this is the new construction area. Concrete will be removed here.

The meeting was suddenly adjourned. Not all the board members were happy with the way the meeting ended.

Exciting Town Hall Meeting







Today's Town Hall Meeting covered a variety of topics. Ron Herb briefly explained a new security system he has been researching that would include both gates on camera with a Brighthouse proposal for a community-wide Brighthouse cable connection that would significantly reduce the annual cost of a cable connection for each resident. There will also be designated TV channels for viewing the front gate, and another for current events in the Park.
There were concerns expressed for the snowbirds, and Ron explained that this topic would be brought up again in the winter months when more of the residents were present, and an official vote could be taken.



A few more Security issues were brought up that would only have us murmur under our breaths "We told you so!" It was Spring when we reported the bike thefts, now it appears some gas is being siphoned from cars ( at today's prices, that should be a Felony!). Some minor thefts within cars parked in carports are also at issue. Please call 911 and NOT a Board member to report your thefts. Once again, LOCK UP YOUR STUFF.


Other topics discussed included problems with the US Mail and our HORC address system, fire hydrant inspections ( according to Tom Meriwether are "pretty much on schedule"), and the condition of some of the park properties. This last item created some dialog about what "Should be" and what seems to be the norm. One sweet woman admitted that she received a letter from our management about too many bikes parked under her carport. Her solution? She removed them. Easy as pie!

There seems to be a reluctance of the Board to actually FINE a resident. Ron said today that in the past,warnings have sufficed, and there was never a need to impose a fine. He hopes to continue the Regency Cove history of dealing with residents on an intellectual level, never having to deal with imparting fines for breaking rules.


And then, that one resident who appears to take pride in challenging (breaking) rules was on the floor, admitting to the dog and bird in his home, and challenged the Board to deal with cats first. It should be noted here that the Emotional Support Animal bill died in committee in the Florida Legislature on May 9, 2007. It never even came up for a vote. This topic will be clarified at the Board Meeting on Saturday. There was some emotional dialogue on both sides of the issue, and because the topic continued after Ron closed it for discussion, the meeting was adjourned.


It was a very good meeting.

Dean Threat to Barbados

Tropical storm Dean continues to strengthen (Web Posted - Thu Aug 16 2007)

Barbadians could be feeling the impact of what could be Hurricane Dean from as early as later this evening. Late yesterday, Tropical Storm Dean was gaining strength and marking out a path towards the Lesser Antilles.
According to the Barbados Meteorological Office, Tropical Storm Dean was continuing to move westward towards the Lesser Antilles. It was also expected that a Hurricane Watch would have been issued for portions of the Lesser Antilles last night or early this morning.
At 5 p.m., the centre of Tropical Storm Dean was located at 13.1 North, 47.9 West or about 870 miles east of Barbados.
The storm is moving towards the west-northwest at about 22 mph or 35 km/hr and a motion between west and west-northwest is expected within the next 24 hours.
Maximum sustained winds with the storm have increased to 65 mph with higher gusts. Further strengthening is expected with the expectation that Dean could become a hurricane by today.
Tropical Storm force winds extend outwards up to 70 miles from the centre of the system. Estimated minimum central pressure was 994 millibars or 29.35 inches.

At this time, this storm is not expected to hit Florida. Stay alert, and be prepared for future events. Check your water. Have your medicine prescriptions filled. Keep your gas tank on full, and fill your wallet with small bills cash. The predictions have been made for a busy season.

Volunteers Needed!!!

Volunteers are needed to help paint the kitchen cabinets next week. We need people to collect cardboard boxes to store the items, we need people to wash the cabinets, we could use a few painters, and a few ladies to return the items back into the cabinets. The more, the easier!

Engineer Surveys Seawall


You may have seen a man walking the seawall at low tide. He is Reuben Clarson, who has been hired to survey the seawall, and give us a professional report of its condition.
Reuben has a significant engineering history with regards to seawalls, marinas, bridges, and bulkheads from private to port properties. He has worked for port authorities in several states and in the Bahamas.
We are looking forward to his report.

The party, by the way, was a blast! Thanks to the planners, shoppers, cooks, decorators, and the entertainers. The Regency Cove Ramblers made great music. Jody Cooper brought out the hidden talent of several residents with her kareoke machine and dance lessons.
