A new general bill has been introduced by Senator Robaina that directly impacts Chapter 719 F.S. community associations. The bill provides various provisions relating to specified community associations, including disputes, powers, duties, insurance, officers, meetings, notices, governance, foreclosure, liens, contracts, borrowing, transfer fees, maintenance, termination, etc.
It includes two year limitations on terms for board of directors, requirement for 24 hr. notice to enter a unit (unless in an emergency) and 2 persons are necessary to enter the unit. Newly elected directors will certify that they have read the statutes and the community documents, or they will be removed from office. There are guidelines for placing things on a meeting agenda, and new stipulations for records that are open to the shareholders.
As yet, we have been advised to watch and wait.
